STATION, UNIT 1 (TAC NOS. M98240 AND M98241)
Dear Ms. Johnson:
By letter dated March 20, 1997. Commonwealth Edison Company (Comed. the licensee) submitted a request for relief from the requirements of 10 CFR 50.55a(g) for the repair of containment structures at Byron. Unit 1. and Braidwood. Unit 1. associated with steam generator replacement. An alternative was proposed for the weld repair of containment rebar on the basis that compliance with the American Society of Mechanical Engineers (ASME)
Boiler and Pressure Vessel Code (Code) requirement wculd result in an unusual difficulty without a compensating increase in the level of quality and safety.
The Code of Federal Regulations.10 CFR 50.55a. requires that repairs of certain ASME Code Class 1. 2. and 3 comp:nents be performed in accordance with Section 111 of the applicable edition and addenda of the ASME Code, except where specific written relief has been requested by the licensee and granted by the Commission pursuant to 10 CFR 50.55a. paragraph (g)(6)(1) or alternatives to the ASME Code are authorized pursuant to paragraph (a)(3).
The staff has reviewed and evaluated the information provided by Comed. The staff concludes that Comed has provided an acceptable alternative to the requirements of the ASME Code, and that repair of damaged reinforcing steel in accordance with the ASME Code requirements would result in hardship or unusual difficulty without a compensating increase in the level of quality and safety.
