$[,"n, Washington,DC 20555 Dear Mr. Callan.

I am requesting for your agency to include me as a CO-Petitioner in the Albert Cimk 10 CRF 2.206 Petition dated March 3,1997. I greatly support all of the Proposed License Conditions that are outlined in Mr. Cimk's petition.

Furthermore, I could point out to you the U.S. Nuclear Regulatory Commission's (NRC) long history of cesspool investigations and the NRC's lack of enforcement but I'm sure you are aware of most of the NRC's cover-ups and quite honestly it would be a waste of my time, because we both know your agency will do nothing and Northeast Utilities (NU) will continue on with business as usual Additionally, I'm sure you are aware of the fact that I am waiting for the NRC to tender a decision on my remaining 2.206 petition dated January 15,1995. The information - evidence I provided to the NRC in that petition fully supports Mr. Cizek's petition. In addition, I feel you should be honest with Mr. Cizek and tell him there will be no public hearings for him to provide further evidence, and the petition process will take several years, but he will get quarterly letters from your staff stating:

"Your Petition is being reviewed by the Office of Nuclear Reactor Regulation. While it is not possible to accurately predict when the NRC's review will be complete, my estimate is that the Petition should be issued within the next 2 months." Notice nothing is said about the NRC's Director's Decision in that statement above, but it's referred to as a petition.

Accordingly the NRC staff has enough documented evidence in my 2.206 petition dated January 15,1995 to render an immediate favorable Director's Decision in Mr.

Cimk's petition.

Moreover, I have requested, in letters to the NRC's Chairman, and the NRC's staff, to be called upon to provide more evidence in my 2.206 petition, and no one fkom the NRC has ever contacted me to provide more information - evidence If Mr. Cizek or any other petitioner is allowed to provide further evidence to the NRC, I will have to take action against the NRC for discrimination.

d in my opinion the NRC Chairman, the NP.C Commissioner's, the NRC l Director's, the NRC's Investigator's and the NRC's Inspector's at NU's Nuclear Power Plant's are all pieces of shit, and if we were to rate shit on a scale of I to 10 with 10 being the highest the above mentioned NRC staff would be rated I which is basically the shit that doesn't go away and needs to be pumped.

l I

Sincere!
