IL004831 Reference I contains a summary of three proposed changes to Braidwood's NPDES permit. The Illinois Environmental Protection Agency (IEPA) approved these changes to the permit which was transmitted in Reference 2.

The approved changes address the following issues:

Efiluent limitations for outfall 001, Cooling Pond Blowdown, have been changed to a

allow for the use of bromice biocides in the condenser cooling water to control biofouling. Total residual oxygen (TRO) discharge limits have been modified to address the use of bromine biocides.

A year round fecal coliform disinfection exemption, which was granted by the IEPA on July 28,1995, is addressed by the permit. Additionally, the permit requires daily chlorine monitoring and imposes total residual chlorine effluent lim"ations if chlorine is used for any purpose in the sewage treament plant.

Gentlemen:

The Illinois Environmental Protection Agency has reviewed the request for modification of the above referen ed NPDES Permit and issued a public notice based on that request. The final decision of the Agency is to modify the Permit as follows:

The monitoring frequency'for oil and grease is being reduced from 1/ week to 1/ month for Outfalls 00l(a) and 001(c). Additional monitoring requirements are being added to Outfall 001, conceming the usage of bromine based biocides. The climination of fecal coliform monitoring at Outfall 00l(b) due to the facility being granted a year-round disinfection exemption in July,1995.

Enclosed is a copy of the modi 6ed Permit. You have the right to appeal this modification to the Illinois Pollution 4

Control Board within a 35 day period following the modification date shown on the Grst page of the permit.
