Centlemen:

This refers to the-System Entry Rotest (SERT) inspection conducted by

Messrs. M. Murphy and H. Bundy of this office during the period February 11-15,

1991, of activities' authorized by NRC Operating License NPF-47 for River Bend

Station, and to the discussion of our findings with Mr. P. D. Graham and other

members of your staff at the conclusion of the inspection.

Areas examined during the inspection included system entry retests for

modifications, temporary modifications, and maintenance activities. Within

these areas, the inspection consisted of selective examination of procedures

and representative records interviews with personnel, and. observations by the

inspectors. 'The inspection findings are documented in the enclosed inspection

report.

Within the scope of the inspection, no violations or deviations were identified.

During the course of this-inspection it was noted that eight prompt

trodifications had been installed for several years.

Because these changes

appeared to be defacto permanent plant modifications, a followup telephone

discussion was held March 6, 1991, between representatives of-GSU and

Region !Y. . As a result of this discussion, we now better understand your

process for review and control t,f temporary modifications. We have to

additional questions concerning this issue at this time-but may revies it'in

more detail during a future inspection.

We have also examined actions you have taken with recard to previously

identified inspection findings. -The status of these items is identified in

paragr*:.ph 2 of the enclosed report.

The response requested by this letter is-not subject to the clearance

procedures of the Office of Mar,agement and Budget as required by the Paperwork

Reduction Act of 1980, pL- 96-511.
