SUMMARY
- BROWNS FERRY. NUCLEAR PLANT DOCKET NOS. 50-259 50-260, AND 50-296 This letter refers to the meeting conducted at your request at the Region II-Office in Atlanta, Georgia on February-7, 1991.
The purpose of the meeting was to reaffirm plans for the NRC evaluation of operator abilities prior to restart of Browns Ferry Unit 2.
No new issues were identified during the meeting; however, the impact of' and coordination with the NRC Operational Readiness Assessment-Team (ORAT) inspection during the first week of evaluations was discussed.
In accordance with Section 2.790 of the NRC's " Rules of Practice,"

MEETING
SUMMARY
Following introductions and opening remarks by both NRC and TVA, Mr. DeRoche started the meeting by reviewing the planned training activities for the Unit 2 crews during training weeks two through six.
Training and evaluations for these crews had not changed from that discussed in our previous meeting of November 27, 1991, except that some crews would now be evaluated shutting down the reactor vice starting it up.
It was confirmed that each Reactor Operator and his/her crew would take the reactor critical (or take it subcritical) on the BFNP simulator and perform a nominal heatup.
Additionally, each crew would be evaluated on a normal evolution as well as a selected power ascension test.
Integration of the ORAT inspection and the operator evaluations during week 1 was then discussed.
It was agreed to coordinate Unit 2 operator evaluations with the ORAT inspection by incorporating plant manipulation requirements for each into common scenarios.
The scenarios developed during the ORAT pre-visit on January 30, 1991, were reviewed and approved.
It was confirmed that only one Reactor Operator would be required to take the reactor critical and the power ascension test would not be performed during this week to allow room for the ORAT plant evolutions.
The ORAT and week 1 of the Unit 2 operator evaluations are scheduled to take place during the week of February 11, 1991.
Mr. Casto and Mr. Holbrook next addressed NRC's concern with the BFNP simulator's fidelity during a simulated reactor shutdown.
Mr. DeRoche acknowledged that there was in fact a software problem but that it could not be repaired before the Unit 2 evaluations began.
In the long term the problem would be corrected by the new simulator sof tware upgrade scheduled for completion on December 31, 1991.
Upon further discussion, Mr. Dexter committed to assessing whether a temporary change could be made to allow the c.imulator instruments to appear correct even though the process models would be driving simulated response in an inappropriate direction.
It was acknowledged that additional simulation ability would be severely limited beyond that point without resetting the simulator.
Mr. Herrell summarized the items discussed and the commitments made during the meeting.
It was concluded with NRC's reaffirmation to use an expedited process to remove restrictions on selected operators' licenses af ter the BFNP Site Director certified that the appropriate license conditions were corrected.
