THE PURPOSE OF THIS RAI WAS TO OBTAIN INFORMATION ON THE DATE WHZN UNIT 2 WAS FIRST COMMilTED TO IMPLEMENTING EACH OF THE VARIGUS ENGINEERING PROGRAMS AND TOPICAL AREAS. WE NEED THIS INFORMATION AS PART OF OUR REVIEW OF MODIFICATIONS. WE WOULD NOT LOOK FOR CONSIDERATION OF A ENGINEERING PROGRAM OR TOPICAL AREA PRIOR TO THE COMMITMENT DATE. THE RESPONSE TO RAI 246 DOES NOT ADDRESS ALL OF THE ITEMS IDENTIFIED ON DCM FORM 3-2C. WE WOULD LIKE TO DISCUSS THE DIFFERENCES BETWEEN THE RAI RESPONSE AND DCM FORM 3-2C AND CONFIRM THAT WE UNDERSTAND THE DATES PROVIDED IN RAI-246 Discussion 1.

NNECo has zent Parsons a document listing all ofitems on DCM Form 3-2C and the date when Unit 2 was first committed to implementing the item.

CE Design Basis Document (question from 9/4/97)

IS THERE A CE REFERENCE DESIGN BASIS DOCUMENT FOR UNIT 2 SIMILAR TO THE WESTINGHOUSE DOCUMENT FOR UNIT 3?

NNECo contacted ABB-CE to confirm that for this vintage plant there were no reference design basis documents.

ADMINISTRATIVE CONFERENCE NOTES SEPTEMBER 16,1997 Calculation Tracking Program WE RECENTLY NOTICED THAT THE CALCULATION TRACKING DATA BASE HAS GROWN TO 6868 RECORDS. THIS DATABASE IIAD CCNTAINED ABOUT 3800 RECORDS AS RECENTLY AS LAST WEEK. WHAT CALCULATIONS HAVE BEEN ADDED?

Discussion

1. All of the calculations currently in NNECo's document control system for Millstone Unit 1,2,&3 total 10,600. Approximately two weeks ago the Unit 2 calculation j

tracking program,(CTP) was moved into PASSPORT. For Unit 2 there are 2,366 g

calculations in CTP. NNECo has not recently added a large number of calculations to CTP.

Parson's 3800 number came from an estimate of the number of calculations in a paper copy of a list of calculations used by the CMP. This number is higher than the CTP due to some Bechtel and CE calculations which were obtained by the CMP, but have not yet been entered into the records system. Note: some of thesc #echteland CE calculations are part ofthe design andlicensing basisfor Unit 2. Parsons should not totally rely on the CTP to identify all design basis calculations. The PI-07 evaluations can be used as a aid in identifying these calculations.

3. Further investigation after the conference call identified the file that contains 6868 calculations entries is located on Parsons' Millstone server on drive Q and is labeled MITTEBR.ntdb. It en wars that this file has a large number of duplicate entries.

CTP is no longer being used by NNECo. The calculation module of PASSPORT is the current list. Parsons does not currently have access to this part of PASSPORT.

f NNECo will provide this access.

Electronic Access to Information

1. Related to PASSPORT, Parsons will also need limited access to information in MIMS regarding commercial grade dedications. This may be in the form of a ACCESS down lead of the relevant information. Parsons will process an RAI.
2. Parsons will need an updated copy of the UIR database now that CMP is complete.

The UIR database will still be added to for the CMP review of non-group 1 or 2 systems. NNECo plans to provide the updated UIR database to Parsons this week.

CMP Methodology HOW DID YOUR CMP ADDRESS PLANT MODIFICATIONS THAT MAY HAVE BEEN PERFORMED OUTSIDE OF THE AUTHORIZED PLANT CIIANGE PROCESSES IN THE PAST. FOR EXAMPLE, CHANGES MADE UNDER A MAINTENANCE REQUEST OP. WORK ORDER NOT SUPPORTED OR APPROVED WITH A PDRC.

The Ch1P review looked for design basis documents not matching plant

configuration documentation.

Walkdowns were performed to verify PDCR implementation and to look for undocumented modifications.

The hiaintenance and I&C organizations wue asked to identify if any past practices may have lead to plant modifications outside of the authorized change processes. They did identify some, that the Ch1P then reviewed.

A self assessment was performed on NCRs and RIES which addressed undocumented modifications.

For each of the above,if a problem was found an UIR was written.

Response: The turbine build and island, except for the turbine pedestal are qualified for both SSE and OBE. The PI-07 for the turbine building lists the calculations that document this.

FSAR Change Requests - NNECo provided what the FSARCR procedures require for a FSAR change. If Parsons needs any other documentation to perform its review, they will need to identify the specific type of document.

Bechtel document i1867-014P003 rev 2 and Ii867-014P003 rev i - Nuclear records can only find rev. O. An CR has been written to address this item. NNECo did a one day stand-down to retrain people. No other examples like this situation have been found.-

SP-2604 A Parsons mistakenly inserted a completed data sheet into this surveillance procedure, thinking it was a controlled issue of a form for the procedure.

Parsons did a complete check of all procedures received from NNECo. No other examples of this problem were found. Parsons has corrected its copy of SP-2604A-4, and set up controls to avoid the problem in the future.
