9 Dr,stdriey Jackson Geirman Unhed States Nuclear Regulatory Commission Washington,DC 20555 0001
DearChairman Jackson:
Today the Connecticut Depsitment of Public Utility Control filed testimony with the Federal Energy Regulatory Commission co Connecticut Yankee Nuclear power plant.
l In this testimony, the DPUC has made the public aware of possib radionative contamination at Connecticut Yankee. As you kno intheprocess of dooommissioning.
b department is co_~~ned that testing at the site has not fully detennined the extent and nature of contamination, hane I am requesting that the NRC conduct additional tats as soon as possib msure that whatever decommissioning measures are taken fully prote health and safety of Connecticut's residents today and in the years to come.
Dank.you for your prompt attention to this matter,

860 524-7313 Septernber 16,1997 GOVRENORJOttN nowr AND TAEFJii ACTION _ON CONNEt;riCUT YANrRR SArmrV AND COsf fASURE Govemor John Rowland today announced sever:1 measures to address l
safhty and cost concerns related to the dammmhafoning of the Connectic Yankee nuclear power plant in Haddam.
"We have uncoveesd a disturbing pattem of huprudent and reckless i
l management at Connecdcut Yankee that raises serious concerns about l
management's comadtment to the envirorunent, its neighbors, ratepayers, and abareholders," Oovernor Rowland said.
i
[
Oovernor Rowland is urging the Department of Pubite Utility Control and Anomey General Richard Bhanenthal to continue to vigorously oppose l
Canneedeut Yenkee Atonde Power C^=m's efforts to make its customer pay for any of the cost of the deconm11ssioning ofthe Connecticut Yankee l

A review of ve onal ises of the Connecticut Yankee plant, i
compiled by a nuclear power ladustry ed*=nt working with the Attomey j
General and the DPUC, provides substantial evidence oflong term
" imprudent management" of the facility. N imprudsat management cited 4
in the consultant's teadmony to the Federal Energy Regulatory Commission, has contributed to inflated decommissioning cost projections.
1 CY's operators have estimated the cost of decommisaloning at l
appiedmately $426.7 million b DFUC and Attomey General Bluinenthal believe that projecdon is double the actual cost of decornmhaloning and that most of the cost has already been paid by j
=*=nv through thalt electricity bills.

~Ihe DPUC has also produced strcas evidence that suggests a number of incidmtsinvolvingthem s anh dling ofredioactive materials at the plant may i
l have led to soll and asphatt contemination at the theility. While the l
contamination discovered se far appears to pose no immediate health threat it will requite clean up, or remediation, Monday Govemor Rowland wrote to Dr. Shidey Jackson, the Chairman o i
the U.S. Nuclear Regulatory C=!*, asking the NR.C to thoroughly test the Connecdeut Yankee sits to detenmine the extent of conta the plant. The Governor has also asked the NRC to ensure every preca is taken during the plant's deoonuntasioning to protect the health and safety i
l of Connecticut's restdants.
1he Connecticut Department of Environmental Protution has been j
ordred to continue its testing of the area surrounding the plant and to seek l
expert assistance if necessary to conduct the most accurate testing for radioactive contamination available, Governor Rowland is urging the DPUC to require the operators of Ce=ncut Yankee to pay tbr any advanced testing necessary to detennine j
the extant of contamiestion, "We w:11 continue to hght any effort tn compel consumers to pay one nickel of the cost necessary to remedista the nantaminarian caused by the evay, Attorney GeneralBlumeathat said. "The radioactive contamination is the result ofblatant nuclear mismanagement that should l
j condnue to be investigated."
DPUC Chairnan Donald W. Downes said imprudent management at CY Is responsible for any additional testing or remediation costs and therefore l
"none of those costs should ibil to Connecticut's ustepayers." 1ho DPUC '
has informed all appropriate state and fedaml agencies ofits Mage and made those findings available to the general public.
