Gentlemen:

This refers to the inspection conducted by Mr. Nemen M. Terc of this of fico

during the period January 7-11, 1991, of activities authorized by NRC Operating

License Permits NPF-76 and NPF-80 for South Texas Project, and to the

discussion of our findings with Mr. W. H. Kinsey and other members of your

staff at the conclusion of the inspection.

Areas examined during the inspection included review of the operational status

of the emergency preparedness program, emergency personnel proficiency, the

emergency training program, and the adequacy of protective action

recomtendations.

Within these areas, the inspection consisted of selective examination of

procedures and representative records, interviews with personnel, and

observations by the inspector.

The inspection findings are documented in the

enclosed inspection report.

Within the scope of the inspection, no violations or deviations were

identified.

An open item pertaining to the performance of some emergency responders in the

areas of clessification, shif t technical adviser (STA) duties, and dose

assessment is discussed in paragraph 6 of the enclosed inspection report.

We have also examined actions you have taken with regard to previously

ident*'ied i,spection findings.

The status of these items is identified in

paragraph 2 of the enclosed report.
