NRC INSPECTION REPORT NO. 50-395/91-01

This refers to the Nuclear Regulatory Commission's (NRC) inspection of your

Fi tness for Duty Program, required by 10 CFR Part 26, conducted by

William Tobin, Region II, on January 22-24, 1991.

At the conclusion of the

inspection, the results were discussed at an exit meeting with those members of

your staff identified in the enclosed inspection report.

The inspection consisted of selective examination of your

ug and Alcohol

Abuse Policy, corporate and site implementation procedures, chemical test;ng

program, interviews with employees and contractors, observation of your

Collection and Medical Facilities and review of pertinent records and reports.

Within the scope of the inspection, violations or deviations were not

identified.

As described in the enclosed report, we are pleased to note several strengths

in your program; testing for a broader panel of drugs than NRC requires, the

management of your Fitness For Duty staff, and the thoroughness of your

implementing procedures.

In accordance with 10 CFR 2.790 of the NRC's " Rule of Practice," a copy of this

letter abd its enclosure will be placed in the NP^ Public Document Room.
