SUBJECT: NRC INSPECTION REPORT 50 483/97 15
Dear Mr. Randolph:.
- An NRC inspection was conducted August 2 through September 13,1997, at your
Callaway Plant reactor facility. The enclosed report presents the scope and results of that
- inspection.
i
During the 6 week period covered by this inspection period, conduct of activities at
Callaway Plant was generally characterized by safety conscious operations; sound
engineering practices; and _ appropriate performance of maintenance, surveillance, and plant
support activities.
During this inspection period, site staff discovered that several contacts in the load shed
and ~ emergency load sequencer circuit that inhibit the auto start signals of certain pumps
were not being tested as required by Technical Specification 4.8.1.1.2.g.2.' Although
subsequent testing demonstrated that the contacts would operate satisfactorily, literal
,
compliance with the Technical Specifications may have required that the testing be
performed during shutdown conditions. Since this testing was performed with the reactor
at power, there is a potential that you violated your Technical Specification requirements.
- Accordingly, this issue is being treated as an unresolved item pending further review.
This issue was discussed on September 15,1997, during a conference call between Mr,

Ron Affolter and members of his staff and myself and members of my staff. You are
requested to provide a letter which describes your position on this issue within 30 days of
the date of this letter,
