TRANSMITTAL OF NRC sIAFF'S SAFETY EVALUATION OF THE BWR VESSEL AND INTERNALS PROJECT BWRVJP 07 REPORT (TAC NO. M94959)

By letter dated February 2. 1996, as supplemented by letters dated July 17.

May 21. and October 21. 1996, and January 8. 1997. you submitted the Electric Power Research Institute (EPRI) Report TR 105747. BWR, Vessel and Internals Pro;ect. Guidelines for Reins)ectim of BWR Core Shrouds (BWRVIP-07)." for NRC staff review and approval. T1e BV.. VIP-07 report provides a uniform industry approach to reinspection of the BWR core shroud tlat would ensure that the structural and functional integrity would by maintained for either a repaired or unrepaired BWR core shroud.

The NRC staff has reviewed the BWRVIP 07 report and finds in the enclosed Safety Evaluation Report (SER), that the scope of the guidelines is comprehensive, covering circumferential vertical, and ring segment welds, as well as repair components for both Category B and C plants. Industry experience has found that the inspection methodologies - enhanced visual and ultrasonic methods - are a)propriate for finding crackin In addition, the guidance is consistent wit 1 that in earlier staff appro,g.ed reports on the inspection and evaluation of core shrouds. The guidelines of BWRVIP-07 incorporate many of the recommendations in previous safety evaluations and also allow for revision on the basis of new data and lessons learned. The staff. therefore, finds much of the proposed guidance acceptable. However, the staff also finds the guidance complicated and difficult to implement and audit and some of the provisions not sufficiently conservative.
