This refers to the inspection conducted by Mr. R. B. Vickrey of this office

during the period February 4-6, 1991, of activities authorized by NRC Operating

Licenses DPR-51 and NPF-6 for Arkansas !!uclear One facility, and to the discussion

of our findings with Mr. J. W. Yelverton and other members of your staff at the

conclusion of the inspection.

Areas examined during the inspection included the actions taken in response to

10 CFR 50.62 related to protection from anticipated transients without

scram (ATWS). Within these areas, the inspection consisted of selective

examination of procedures and representative records, interviews with

personnel, and observations by the inspector. The inspection findings are

documented in the enclosed inspection report.

During this inspection, it was found that certain of your activities were in

violation of NRC requirements. The violation involved the 1ailure to follow

facility procedures for review of all results of work procedures and is

described in paragraph 2 of the inspection report. However, in accordance with

Section V.A. of the NRC's Enforcement Policy (10 CFR Part 2, Appendix C), no

citation is being issued, and no written response is required.
