REQUEST FOR ADDITIONAL INFORMATION REGARDING THE PROPOSED REVISION TO THE TECHNICAL SPECIFICATIONS AND THE CERTIFIED FUEL HANDLER MAINE YANKEE ATOMIC POWER PLANT DOCKET NO. 50-309 I. FACILITY STAFFING AND TRAINING

1. Section 5.2.2.- Facility Staff. subsection d requires- an individual-qualified in radiation protection to be on site "when fuel is in the reactor." Describe the pro)osed radiation protection staff coverage-

'in your present condition w1ere fuel is not allowed to be placed in the reactor.

2. Section 5.2.2. Facility Staff, subsection e requires all core alterations to be directly supervised by an individual "who has no other concurrent res)onsibilities during this operation." The proposed change to t11s section removes this requirement. Describe the responsibilities of the certified fuel handler who is "directly supervising" fuel handling operations.
3. Section 5.2.2. Facility Staff, subsection h requires the Shift Manager to report to an individual who is qualified as a certified fuel handler. Will the individual the Shift Manager reports to be required to be current- in their certified fuel handler training and qualification?

II. PROPOSED CERTIFIED FUEL HANDLER TRAINING AND RETRAINING PROGRAM

1. Section 1.0. Introduction.-Section 2.3.3. Exemption of Training Requirements, and Section 3.4.2. Exemption of Maintenance of Qualification Requirements, state "Such exemptions including the basis, shall be documented." How long will the exemption documentation including the basis for the exemption, be maintained in a retrievable format?
2. Section 2.1. Fundamentals Training. does not describe the tasks to be trained in the fundamentals training phase of the Certified Fuel Handler Training Program. Instead Section 2.1 states that " Selection of topics will be based on a job analysis ...". Describe the process that will be used to determine the content of this )hase of the program including the types of personnel that will )e involved in the analysis, i
