The purpose of this modification is to:

The effort shall be performed in accordance with the enclosed revision to the Statement of Work and the Contractor's technical proposal dated December 31, 1997.
Task Order No. 130 shall be in effect from September 25. 1997 through April 5.

PERFORMANCE PERIOD: 9/01/1997 to 4/5/98 BACKGROUND On August 14,1996, a confirmatory order was issued requiring completion of an independent Corrective Action Verification Program (ICAVP) before restart of any Millstone unit. The order directs the licensee to obtain the services of an organization, independent of the licensee and its design contractors, to conduct a multi-disciplinary review of Millstone Units 1,2, and 3. The review is to i
provide independent verification that the licensee's Configuration Management Plan has identified and resolved existing problems, documented and used licensing and design bases, and established programs, processes and procedures for effective configurabon management in the future.

The Director of NRR has established a team, headed by an SES-level manager, that is responsible for overseeing the performance of the ICAVP. The objective of the ICAVP Oversight Team is to assure l4 that the review conducted by the ICAVP contractor is independent of the licensee and its design

l contractors, performed by qualified individuals, and is comprehensive, incorporating appropriate engineering discipline and operational reviews. The results of the ICAVP system reviews should provide the NRC with the insights necessary to determine whether NNECO has been thorough in the identification and resolution of design-related problems for the Millstone units.
The NRC's ICAVP oversight staff will perform a number of tasks to ensure that the licensee's configuratum management corrective action programs, and the ICAVP, have been effectively implemented. These tasks include the (1) review and approval of the contractor, and individual contractor specialists, selected by the licensee to perform the ICAVP; (2) review and approval of the contractor's audit plan for performing the ICAVP; (3) independently assessing the licensee's implementation of its configuration management corrective action programs; (4) assessing the
, performance of the ICAVP contractor's implementation of the ICAVP; (5) monitoring the contractor interactions with the licensee as specified in the approved communication protocol to ensure continued independence from the licensee; and (6) evaluating the adequacy of the licensee's corrective actions

Each of these task will require engineering support to varying degrees. New Task Orders will be prepared to support performance of each of the remaining tasks above individually or in groups in the future.

OBJECTIVE The objective of this Task Order is to obtain expert technical ata,, stance from one piping design engineer in the performance of inspections to provide oversight of the ICAVP contractor (Parsons
- Power) at Millstone Unit 2. The engineer should primarily have a design background, such as from an crchitect-engineer firm, but should also be familiar with installation and testing and site engineering organization. The engineer should be thoroughly familiar with NRC regulations and inspection methodology.
It shall be the responsibility of the contractor to assign technical staff, employees, and subcontractors, who have the required educational background, experience, or combination thereof, to meet both the technical and regulatory objectives of the work specified in this SOW. The NRC will rely on representation made by the contractor concerning the qualification of the personnel proposed for tssignment to this task order including assurance that all information contained in the technical and cu;t proposals, including resumes and conflict of interest disclosures, is accurate and truthful.
WORK REQUIREMENTS AND SCHEDULE The work specified in this Statement of Work (SOW) falls within Sechon C.3 of the basic contract's SOW. The contractor shall provide the qualified specialist, and the necessary facilities, materials, and services to assist the NRC staff in preparing for, conductmg, and documenting the inspection activities and findings. Specific tasks under this task order are:

NOTE Prior to the start of Task 1, the contractor's staff is required to be available to coordinate inspection aspects, such as travel logistics, with the Team Leader.
During the performarece of the specific task under this task order, the technical monitor (team leader) can, at his discretion, modify the schedule, travel arrangements, the location for performance of a task, etc. without any revision to this task order being required as long as the overall costs and the period of

REPORT REQUIREMENTS Technical Reoort Dunng task'1 the contractor's specialists shall provide daily reports to the NRC Team Leader. At the completion of Task 1, the contractor shall provide a summary report of activities performed under task 1 to the NRC Team Leader. The format and scope of these reports shall be as directed by the NRC Team Leader.'

OTHER APPLICABLE INFORMATION The work specified in this SOW is 100 percent fee recoverable. The inspection report number for this Task Order is 50-336/97-295 98-202. The contractor shall provide fee recovery information in the monthly progress reports in accordance with the basic contract.
The contractor's shcialist assigned to this task order will have to be badged for unescorte'd access privilege at the plant site. The contractor shall provide all documentation required for badging (as identified by the NRC Team Leader or Project Manager) at the plant site. Questions concerning badging and the plant site access shall be addressed to the NRC Project Manager or Technical Monitor.
