REVIEW OF PRELIMINARY ACCIDENT SEQUENCE PRECURSOR ANALYSIS OF EVENT AT HADDAM NECK PLANT

Dear Mr. Feigenbaum:

Enclosed for your information is a copy of the final Accident Sequence Precursor (ASP) analysis of the operational condition at the Haddam Neck Plant reported in Licensee Event Report (LER) No. 213/96 024. This final analysis was prepared by our contractor at the Oak Ridge National Laboratory (ORNL), based on review and evaluation of comments on the preliminary analysis received from the NRC staff and from our independent contractor, Sandia National Laboratories (SNL). Your July 18,1997 letter stated that you had no comments on the preliminary analysis. Although resolution of other comments we received did involve some minor changes to the analysis, these changes had no effect on the results.

The results of the final analysis indicate that this event is a precursor for 1996.
