1998 EMERGENCY PREPAREDNESS EXERCISE OBJECTIVES
Dear Mr. Hom:
We have reviewed your letter dated March 9,1998, and the enclosed objectives for the Cooper Nuclear Station exercise scheduled for June 9,1998.
Based on our review, we determined that the exercise objectives are appropriate to meet emergency plan requirements. The results of our review were discussed with Messrs. Terry Brown and Bryant Pe. gerson on April 15,1998. Mr. Brown provided a limited discussion of the activities that would be simulated and stated that a complete list of simulated actions would be included with the exercise scenario package. In the future, it would be beneficial to receive a list of the exercise limitations with the exercise objectives.
We noted that your letter referenced outdated information contained in a February 9,1984, letter. The information concerning exercise objectives and scenario submittal dates was superseded by NRC Administrative Letter 94-16, " Revision of NRC Core inspection Program for Annual Emergency Preparedness Exercise," dated November 30,1994. Revised instructions for submitting correspondence to the NRC are contained in 10 CFR 50.4. Appropriate instructions for not releasing exercise information to the Public Document Room until after the i
date of the exercise should be included on objectives and scenario correspondence. When the g
NRC Region participates in the exercise, the enclosures should only be sent to nonparticipating NRC staff members.
We contacted the Federal Emergency Management Agency, Region Vil, during our review. Ms.
Tonya Leibold hcd no comments for us to relay to you.
