SUBJECT: NRC INSPECTION REPORT 50-498/98-04; 50-499/98-04 AND NOTICE OF
VIOLATION

Dear Mr. Cottle:
From February 14 through March 21,1998, an inspection was conducted at your South Texas
l
Project Electric Generating Station, Units 1 and 2 reactor facility. The enclosed report presents
j
the scope and results of that inspection.

During the 6-week period covered by this inspection period, your conduct of activities was
i
generally characterized by safety-conscious operations, professional maintenance practices,
,
sound engineering, and careful radiological work controls. One violation was identified
concerning the failure to obtain NRC review and approval prior to implementation of a change
l
involving an unreviewed safety question. The violation is cited in the enclosed Notice of
Violation (Notice) and the circumstances surrounding the violation are described in detail in the
'
i
enclosed report. Please note that you are required to respond to this letter and should follow the
l
instructions specified in the enclosed Notice when preparing your response. The NRC will use
your response, in part, to determine whether further enforcement action is necessary to ensure
compliance with regulatory requirements.
In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter, its
l
enclosure (s), and your response will be placed in the NRC Public Document Room (PDR).
