SUBJECT: ROUTINE INTEGRATED INSPECTION 50-277/97 05 AND 50 278/97-05

Dear Mr. Smith:

This refers to the inspection conducted from June 8 through August 9,1997, at the Peach

Bottom Atomic Power Station, Delta, Pennsylvania. At the conclusion of the inspection,

the inspectors discussed the findings with Mr. G. Edwards and others of your staff. The

inspectors based these findings on independent observation of activities, interviews, and

document reviews.

During the 8 week period covered by this inspection, your operations staff generally

performed very well and responded appropriately to degraded conditions. One exception

was noted in the troubleshooting of the main control room radiation monitor, during which

procedure controls and communication weaknesses led to a noncompliance with technical

specifications,

Although safety equipment performed well, a number of unplanr.ed, corrective mc.intenance

activities caused increased out-of service time on the emergency diesel generators. We

'

noted that your staff,in accordance with the Maintenance Rule, developed an improvement

plan and placed additional focus on emergency diesel generator maintenance.

Engineering support of plant operations was generally timely and thorough. System

manager support of a number of emergent maintenance activities on the emergency diesel

generators was very good.

Generally, your corrective action process was successful in identifying problems at a low

threshold. However, in a few instances, your staff did not formally review issues with

potential for learning opportunities. Examples included the missing E-2 emergency diesel

generator exhaust gasket, and inconsistencies between plant procedures and technical

specifications associated with emergency diesel generator starting air reservoir pressure.
