COMMENTS TO THE HADDAM NECK PLANT DEFUELED PHYSICAL SECURITY PLAN SUBMITTAL

Dear Mr. Mellor:

In response to your letter of June 19,1997, Connecticut Yankee Atomic Power Company submitted the Haddam Neck Plant Defueled Physical Security Plan as the result of a certification in accordance with 10 CFR 50.82 that the site will permanently cease operations.

We have completed the initial review and have prepared comments based on the submittal l which requested an exemption to certain requirements of 10 CFR 73.55 because the site, in a l shutdown condition, now poses a reduced risk to the public health and safety.

At your convenience, the NRR staff will discuss any questions you may have pertaining to the enclosed comments.

The enclosures to your letter contain Safeguards information of a type specified in 10 CFR 73.21 and will be withheld from public disclosure, in accordance with 10 CFR 2.790 of the Commission's regulations, a copy of this letter,less enclosures, will be placed in the NRC Public Document Room.
