SUBJECT: NRC INSPECTION REPORT 50-458/98-05 AND NOTICE OF VIOLATION
Dear Mr. McGaha:
An NRC inspection was conducted February 22 through April 4,1998, at your River Bend
I
Station reactor facility. The enclosed report presents the scope and results of that inspection.
During the 6-week period covered by this inspection, your conduct of activities at the River Bend
l
Station facility was generally characterized by safety-conscious operations, sound engineering
and maintenance practices, and effective radiological controls. However, one violation was
identified during this inspection period. The violation involved the design control of the
postaccident differential pressure across the auxiliary building, which was in excess of that
specified by your environmental design criteria. Changes to the facility that affected the
environmental design requirements were not properly evaluated and documented. The absence

of pertinent standby gas treatment system design documents was considered a contributor to
this problem.
The violation is cited in the enclosed Notice of Violation (Notice) and the circumstances
surrounding this violation are described in detailin the enclosed report. Please note that you are
required to respond to this letter and should follow the instructions specified in the enclosed
Notice when preparing your response. The NRC will use your response, in part, to determine
whether further enforcement action is necessary to ensure compliance with regulatory
,
requirements. In your response, please describe your plans to correct the design deficiencies
with the standby gas treatment system. Also, specify your planned actions to update standby
gas treatment system design information.
In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter, its

enclosure (s), and your response will be placed in the NRC Public Document Room (PDR).
