REQUEST FOR ADDITIONAL INFORMATION RELATED TO THE RESPONSE TO GENERIC LETTER (GL) 96-06, BEAVER VALLEY POWER STATION, UNIT NOS.1 AND 2 (BVPS-1 AND BVPS-2) (TAC NOS. M96777 AND M96778)
Dear Mr. Cross:
By letter dated January 28,1997, Duquesne Light Company (DLC) resl: ended to GL 96-06,
" Assurance of Equipment Operability and Containment integrity During Design-Basis Accident Conditions," dated September 30,1996. GL 96-06 included a request for licensees to evaluate cooling water systems that serve containment air coolers to assure that these systems are not vulnerable to waterhammer and two phase flow conditions. DLC provided its assessment for BVPS-1 and BVPS -2 in its January 28,1997, letter. The NRC staff is reviewing DLC's assessment. However, we have determined that additional information is required for us to complete our review.
DLC's response indicated that BVPS-1 and BVPS-2 containment air recirculation coolers (CARCs) are not required for accident mitigation and are not called upon by the Emergency Operating Procedures (EOPs). However, during accident conditions, plant operators may elect to take actions that are not specifically called for in the EOPs if the situation calls for it.
Therefore, in order to complete our review of DLC's resolution of the waterhammer 'and two-phase flow issues, we request that DLC describe any measures that exist or that have been taken to assure that the CARCs will not be used as an option to mitigate accident conditions.
Please provide this information by June 30,1998, to enable us to complete our review of GL 96-06 in a timely manner.
