September 15, 1978 PRELIMINARY NOTIFICATION OF EVENT OR UNUSUAL OCCURRENCE--PNO-78-167 This )reliminary notification constitutes EARLY notice of an event of POSSIBLE safety or public interest significance.

The information presented is as initially received without verification or evaluation and is basically all that is known by IE staff on this date.

CONTAINERS SUSPECTED OF CONTAINING RADI0 ACTIVE MATERIAL FOUND ON HIGHWAY On September 15,1978, at 11:00 a.m., Region I was advised of a radio broadcast that a transportation incident involving radioactive materials had occurred on Route 80 near East Stroudsburg, Pennsylvania.

The Region contacted the State Police and learned the following:

four ruptured containers were found on Route 80 between the northeast extension of the Pennsylvania Turnpike and PA Route 115.

Two civilians and one trooper had been in contact with the containers.

Route 80 was blocked off and the containers kept isolated.

The containers' labels indicated that they contained cobalt of unknown quantity, but no indication that the material was radioactive.

The Region dispatched two inspectors as did the Commonwealth of Pennsylvania.

N One container was picked up and carried to a local police barracks where it was surveyed and indicated to be free of radioactivity.

The NRC site i

inspector from the Susquehanna Steam Electric Plant performed this survey and then went to the site of the incident.

The NRC inspectors arrived at the site from the Regional Office, surveyed the three remaining containers, and determined _that _t_h.er.e was no radioactive materials nor radiation involved, only_ cobalt.. metal.

Media interest is expected because of phone calls received from local radio stations.

The Commonwealth of Pennsylvania and the Department of Transportation have been informed.

NRC, Region I (Philadelphia) received notification of this occurrence from the radio at 11:00 a.m., September 15, 1978.

This Preliminary Notification is issued for information only and no further action by IE is anticipated.
