PRELIMINARY NOTIFICATION OF EVENT OR UNUSUAL OCCURRENCE--PNO-78-137 This preliminary notification constitutes EARLY notice of an event of POSSIBLE safety or public interest significance. The information presented is as initially received without verification or evaluation and is basically all that is known by IE staff on this date.

COMPLIANCE WITH ORDER SUSPENDING CONSTRUCTION PERMIT The construction permits for Seabrook Units 1 and 2 were suspended effective 6 p.m. (EDT) July 21, 1978. A Region I inspector was on site intermittently, from July 21 through July 27, 1978. The inspector verified compliance with the order suspending the construction permits.

During the above period when the inspector was on site, calls were received in the Region I office stating that blasting was continuing on the site around the clock. The inspector interviewed those residents who had contacted NRC and who indicated a desire for follow up. The inspector also thoroughly inspected the site. He found that no blasting pg had been performed subsequent to the effective time of the suspension, all explosives for blasting had been removed from the site within a few days after the suspension and no personnel to perform blasting were

( continuing to work on the site. Although local residents continued to j hear and/or feel what they thought. to be blasting, it was concluded that there was no blasting on the Seabrook site.

An additional call was received July 31, 1978 stating that blasting is continuing on the site. Region I inspectors were dispatched August 1, 1978 to interview this caller and to inspect again for evidence of blasting on site.

Media interest is expected because of the controversy surrounding the suspension of the construction permits. The State of New Hampshire has been informed. A press release is not planned by the licensee and/or

, NRC.

NRC, Region I, (Philadelphia) received notification of this latest alle-gation by telephone from a resident of the Seabrook area at 4:00 p.m.
