Dear Mr. Sipek:

By letter dated December 19,1997, you applied for a schedular exemption from 10 CFR Part l

50 Appendix E, " Emergency Planning and Preparedness for Production and Utilization l

Facilities," regarding performance of the next biennial exercise for Clinton Power Station. The 4

proposed change would have permitted the full-participation exercise due to be completed in 1998 to be postponed until January 1999. Subsequently, by letter dated April 6,1998, you withdrew the request.

The purpose of this letter is to advise that the above-cited application is being treated as withdrawn.

By letter dated February 25,1998, Illinois Power submitted Revision 26 of the Illinois Power Nuclear Program Quality Assurance Manual for NRC review and approval pursuant to 10 CFR 50.54(a). Based on our current review schedule, we anticipate that it will require more than 60 days to complete our review. Upon completion of our review, you will be notified of the results.
