RELIEF REQUEST FROM THE REQUIREMENTS OF ASME CODE, SECTION XI, WOLF CREEK GENERATING STATION (TAC NO. M98809)

Dear Mr. Maynard:

By letter dated May 23,1997, Wolf Creek Nuclear Operating Corporation (WCNOC) submitted Relief Requests 11R-46 through 11R-49 for its First 10-Year Intervalinservice inspection (ISI)

Program Plan and Relief Request 12R-21 forits Second 10 Year IntervalISI Program Plan. The staff, with technical assistance from its contractor, the Idaho National Engineering and Environmental Laboratory (INEEL) has completed its review of the proposed relief requests. The bases for the staff's conclusions are contained in the enclosed safety evaluation. The staff has determined that with the exception of the portion of 11R-48, regarding Examination Category B-A, item B1.12, reactor pressure vessel (RPV) shell welds, the requirements of the Code discussed in 11R-46 through 11R-49 and 12R-21 are impractical to be performed at Wolf Creek Generating Station and reasonable assurance of component structural integrity has been provided by the examinations that have been performed. Therefore, the staff concludes that pursuant to 10 CFR 50.55a(g)(6)(i), Requests for Relief 11R-46 through 11R-49, (with the exception of the portion of 11R-48 regarding Examination Category B-A, Item B1.12, RPV shell welds) are granted. The reliefs granted are authorized by law and will not endanger life or property or the common defense and security and are otherwise in the public interest, giving due consideration to the burden upon the licensee that could result if the reqirements were imposed on the facility. Relief for Examination Category B-A, item B1.12, RPV shell welds is deferred until the licensee has satisfied the regulations for augmented reactor vessel examination.
