SUBJECT:

PRIMARY SYSTEM BLOWDOWN s

At 9:23 a.m. on August 22, during reactor startup, a main steam relief valve opened prematerely at 916 psig and remained open until the pres- ,

sure decreased to 200 psig. The unit was placed in cold shutdown to replace the faulty valve.

The Technical Specification limiting cooldown  :

rate of 100 degrees F/hr. was exceeded. A thermal transient analysis is in progress. Plant restart h expected today. There was no g"

. release of radioactivity to the environment. l Media interest is not anticipated. Neither TVA nor the NRC plan a news l

, (. release. The State of Alabama has been notified. l i

. i i Region II (Atlanta) received notification of this occurrence by telephone from the Assistant Plant Superintendent at 3:35 p.m. on August 22. This information is current as of 8:30 a.m. on August 23.
