SAFETY EVALUATION OF RELIEF REQUESTS FOR THIRD 10-YEAR INTERVAL FOR PUMPS AND VALVES INSERVICE TESTING (IST) PROGRAM - BEAVER VALLEY POWER STATION, UNIT NO. 1 (TAC NOS M98620)

Dear Mr. Cross:

submitted an By letter dated updated April 30,applicable IST program 1997, Duquesne for the third Light10-year Company (DLC)l for Beaver interva Valley Power Station, Unit No. 1 (BVPS-1). In this submittal, DLC also included eight relief requests (Pump Relief Requests 1-4 and Valve Relief Requests 1-4) for BVPS-1 for the third 10-year interval. The NRC staff has reviewed DLC's IST program and the eight relief requests for BVPS-1. Our safety evaluation (SE) of the relief requests is enclosed. Our SE concludes the following:

1. Valve Relief Requests 1 and 3 are approved per Generic Letter 89-04, Position 2. Valve Relief Request 2 is not required. Valve Relief Request 4 and Pump Relief Request 3 are granted pursuant to 10 CFR 50.55a(f)(6)(1). The proposed alternatives in Pump Relief Requests 1, 2, and 4 are authorized pursuant to 10 CFR 50.55a(a)(3)(1).
2. DLC's pro)osal to implement its third interval IST program 15 days earlier t1an required (on September 5, 1997) is consistent with IWA-2400(c) of the American Society of Mechanical Engineers Boiler and Pressure Vessel Code, which allows intervals to be extended or decreased by as much as one year cumulative, and is in compliance with regulatory requirements (also, see NUREG 1482, Section 3.3.1).
