OF MEETING HELD ON MARCH 10,1998 WITH SIEMENS TO DISCUSS ISSUES RELATED TO RELAP4 COMPUTER CODE EXCESSIVE VARIABILITY ISSUES

' On March 10,~1998, the staff held a public meeting with Siemens Power Corporation ~(SPC) at NRC headquarters in Rockville, Maryland. The purpose of this meeting was to inform the staff of the current status of the 10 CFR Part 21 evaluation SPC had filed and SPC's proposed J

future actions. Attachment 1 lists meeting participants. Attachment 2 provides a set of slides

. presented by SPC during the meeting.

On December 2,1997, it was discovered that discontinuities in the modeling approximations used in the RELAP4 portion of the pressurized water reactor (PWR)large break loss of coolant ~

accident (LBLOCA) analysis may result in excessive variability in peak cladding temperature (PCT). SPC submitted an interim report in accordance with 10 CFR Part 21 on January 15,

~

1998, and planned to complete a safety evaluation and submit the findings on April 3,1998.

The SPC representatives stated that the problem was that a small variation in input or calculated conditions causes significant change in PCT. The SPC representatives also i

indicated that the small variations can be cause by time step variation, calculation of critical heat flux (CHF), minor differences due to compiler error, or trivial differences in rounding off input values. Some otner problems included: volume flow calculation, enthalpy transport, and effects of variability. However, the SPC representatives indicated that there was no indications i

that the current model is non-conservative.

The SPC representatives discussed their proposed model changes to 'reduceyariability by: 1) removing unrealistic models, removing discontinuities and improving consistency'of RELAP4

. calculations; 2) revising the numerical solution scheme; 3) revising definition of volume' average flow; 4) combining system and hot channel blowdown' calculations; 5) increasing nodalization and eliminating enthalpy transport model; and 6) improving consistency between RODEX2 and RELAP4 fuel rod models.
