Letter from J. A. Domer to NRC dated December 23, 1986, "Sequoyah Nuclear Plant - Technical Specification Change 71, Auxiliary Feedwater Pump Pressure Drop Requirements" In a May 8, 1987 telephone conference call, NRC requested additional information regarding AFW flow and pressure requirements. The additional information is needed to assess the acceptability of a TVA decision to delay the AFW technical specification change until after restart. NRC was informed of this decision by the referenced letter. A change to the technical specifications is necessary because of modifications that replaced the ) pressure control valves with cavitating venturies. This modification j increased the system resistance, resulting in a higher technical specification differential pressure test value to ensure pump operability. TVA plans to collect the needed data to finalize the new differential pressure requirements during restart of unit 2. NRC has requested detailed information of the AFW issues in order to agree with TVA that the system is capable of performing its intended function and that sufficient administrative controls are in place to ensure system operability. i A copy of the calculation made to determine the minimum required total developed head on recirculation flow for each AFW pump to ensure system operability is provided in enclosure 1. The minimum required head on recirculation flow for each AFW pump is listed on sheet i of the calculation. The AFW piping resistance calculation was adjusted to account for the installation of the cavitating venturi. The minimum required head on recirculation flow was based on a uniform degradation of the pump head curve from the valves measured during postmodification testing. A copy of the motor-driven AFW pump surveillance instruction is included as enclosure 2. It contains the pump test acceptance criteric in appendix A. , U.S. Nuclear Regulatory Commission JUN 2 61987 An unreviewed safety question determination (USQD) for initial postmodification testing following installation of the cavitating venturi is provided in enclosure 3. This USQD also addresses a flow deficiency for the 2A-A pump identified during testing. The USQD documents the acceptability of a flow rate of 425 gallons per minute (including recirculation flow) for AFW pump 2A-A. A safety evaluation that outlines the planned restart testing of AFW pump 2A-A is provided as enclosure 4. A. draft copy of the most recent pump head' curve for pump 2A-A is provided in enclosure 5. .The information provided in-the enclosures demonstrate that the AFW pump can perform their safety function. TVA will revise the pump head requirements for the 2A-A AFW pump, as appropriate, based on the, testing performed during unit 2 restart. The surveillance test values will be updated accordingly. TVA will submit' revised technical specifications for the AFW surveillance requirements as previously committed in the referenced letter.
