VOGTLE ELECTRIC GENERATING PLANT REQUEST TO REVISE TECHNICAL SPECIFICATIONS REACTOR TRIP SYSTEM AND ENGINEERED SAFET'.' FEATURE ACTUATION SYSTEM INSTRUMENTATION TRIP SETPOINTS By letter dated November 20,1997, (LCV-Il02) Southern Nuclear Operating Company (SNC) proposed to revise the Vogtle Electric Generating Plant (VEGP) Unit I and Unit 2 Technical Specifications (TS) Limiting Condition for Operation (LCO) 3.3.1, Reactor Trip System (RTS) Instrumentation, and LCO 3.3.2, Engineered Safety Feature Actuation System (ESFAS) Instrumentation. The proposed changes were to facilitate treatment of the trip setpoints as nominal values and correct certain typographical errors.
On January 28,1998, SNC met with the NRC staff to discuss the proposed amendment. As a result of that meeting, SNC has revised the proposed amendment to address concerns expressed by the NRC staff. The changes are as follows:
LCV-1102 proposed new footnotes "n" and "i" for Tables 3.3.1-1 and 3.3.2-1, respectively. The footnotes as proposed by LCV-1102 read as follows:
"The Trip Setpoints may be set more conservative than the Nominal value as necessary in res onse to plant conditions."
