Dear hir. DeVault:

USEC has completed the Operational Readiness Assessment (OR A) of the X 326 liigh Assay Storage Area (llASA) Vault. A copy of the ORA is included in the endosure.

All open items which are necessary to operate the X 326 IIASA Vault have been completed with the exception of those related to training and the assignment of the cas :ade operation procedure efTective date. The training, consisting of required reading of the newly re tised procedure, has not been completed for all applicable operations personnel. As noted in the attached memorandum from hiike llopper to Roger hicDemiott dated July 22,1997, once DOE approval to use the X-326 liASA Vault is obtained, an effective date will be assigned for all pertinent procedures and training will be completed. In the interim, only those operations personnel who have successfully completed training will be allowed to operate the X 326 IIASA Vault. During this time, minimum staffing levels will be maintained in accordance with the X-326 llEU Refeed TSRs.

New commitments made in this letter are for USEC to assign a cascade operation procedure efTective date and assure that all pertinent operations personnel receive the required trainirg upon receipt of DOE approval to operate the X 326 IIASA Vault. Cascade Opemtions took actions to correct those deficiencies identified. He conective actions were assessed as adequate.

Salah Damish. Debbie Kielmar Len Sendek and myself has completed the Operation Readiness Assessment. 'Ihe assessment was performed during the period ofJuly 10 18,1997.

The attached signatures for specific elements were included to allow verification that all items were completed.

The following deficient conditions were identified: 1) Old NCS signs inside and outside of vault need removed. NCSA-032(024301 does not require signs. 2) General clean up is needed. 3) Relamping is needed. 4) Emergency lighting needs repaired and tested.

An c!Tective date will be established for the changes to the required Cascade Opemtion procedure to include the X 326 HASA Vauh. Also the required tmirung for those changes will be conducted pending the approval from the Depanment of Energy to proceed.
