NRC NOTICE OF VIOLATION AND INSPECTION REPORT
NO 50-341/97014(DRP)
Dear Mr. Gipson:
On November 7,1997, the NRC completed an inspection at your Fermi 2 reactor facility. The
enclosed report presents the results of that inspection.
During this six-week inspection period, your staff demonstrated the ability to effectively plan and
'
execute a challenging mid-cycle outage. Our inspections identified that your corrective actions
for many of the problems observed during your last refueling outage were effective. Personnel
performance during this period continued to show improvement, as evidenced by the low number
of personnel errors and increasingly effective problem identification in the plant. Work performed
during the outage improved plant materia condition, but some operator challenges remain due to
equipment problems.
Based on the results of this inspection, the NRC has determined that a violation of NRC
requirements occurred. The violation is cited in the enclosed Notice of Violation (Notice), and the
circumstances surrounding it are described in detail in the enclosed inspection report. The
violation is of concem because operators failed to perform verification of the availability of offsite
power within the required time period when an emergency diesel generator was declared
inoperable. This violation is of additional concem because it is similar to a recent failure to
perform a verification of the availability of offsite powerwithin the required time period. The
earlier violation was discussed in Inspection Report 50-341/97007.
You are required to respond to this letter and should follow the instructions specified in the
enclosed Notice when preparing your response. The NRC will use your response, in part, to
determine whether further enforcement action is necessary to ensure compliance with regulatory
requirements.
