Dear Mr. Cruse:

This letter transmits the report of a safety system engineering inspection conducted by Mr.

i

Suresh K. Chaudhary and others at the Calvert Cliffs Nuclear Power Station, Units 1 & 2,

l

from January 12-30,1998 and March 27,1998. The inspection team reviewed various

'

engineering activities, including those related to control room ventilation, emergency diesel

generators (EDGs), service water / salt water system, engineering support, and corrective

action systems. At the conclusion of the inspection, the preliminary findings were

discussed with Mr. P. Katz of your staff.

l

The team determined that BG&E's engineering activities to assure plant safety were

j

satisfactory and generally effective. The team identified concerns regarding the control

l

l

room ventilation system design and performance testing that have been classified as an

l

unresolved item pending NRR review of your submittal on control room habitability.

!

Engineering and design control activities for the emergency diesel generators and the

service water / salt water system were effective, engineering support of operations was

satisfactory, and there was appropriate management emphasis on the effectiveness of

j

corrective action processes.

Two violations of NRC requirements were identified related to: (1) test acceptance criteria

f

for the DGP 1 A battery and (2) post-maintenance testing that f ailed to identify and correct

'

!

proHems with a failed EDG speed switch. These violations are cited in the enclosed Notice

l

of Violation (Notice), and detailed descriptions of these violations are included in the

/

j

!

enclosed report. In addition to the above, consistent with Section IV of the NRC

.

!

Enforcement Policy, three violations are treated as non-cited violations, and are described

l

in the enclosed report. Please note that you are required to respond to this letter and

should follow the instructions specified in the enclosed Notice when preparing your

!

response. The NRC will use your response to determine if further enforcement actions are

necessary to ensure compliance with regulatory requirements.
