Dear Mr. Douffard:

Operation of Portable Air Compressor for Millstone Nuclear Power Stahn Unit 3 Testine of Service Air Svstem in Reference 1, Northeast Nuclear Energy Company (NNECO) submitted to the Department of Environmental Protection (DEP) an individual air permit application for the temporary operation of a portable air compressor (Detroit Diesel #PTMS900) to be used during the testing of Unit 3's arvice air system. NNECO submitted an individual air permit application since, based on the defmition of" potential to emit"(PTE) as found in Section 22a 1741 of the regulations, nitrogen oxide (NOx) potential emissions from the compressor would theoretically exceed five tons if operated continuously for 8760 hours0.101 days <br />2.433 hours <br />0.0145 weeks <br />0.00333 months <br /> over the course of a year, The information contained in the application indicated that NNECO would limit the operations of the compressor to 240 hours0.00278 days <br />0.0667 hours <br />3.968254e-4 weeks <br />9.132e-5 months <br />.

In Reference 2, DEP forwarded to NNECO a letter and internal memo (EPE#19738 dated i June 20,1997) regarding its decision that a permit application is not required for the f portable compressor . This decision is based on the limited operating hours as stated in ,

Reference 1, resulting in PTE NOx emissions ofless than five tons. Operating the .N compressor for 240 hours0.00278 days <br />0.0667 hours <br />3.968254e-4 weeks <br />9.132e-5 months <br /> will yield NUx emissions of only 0.412 tons.

In discussions with the Department, the issue was raised about the need for hiillstone Unit 3 to operate two compressors instead of one You indicated that since, based on limited operation, the PTE NOx for both units combined (0.824 tons) rernains below the five ton threshold, a permit application would not be required for two units. NNECO herein requests a letter of confirmation of this understanding.
