This is in response to your February 10,1998, letter in which you invited me, my Commission colleagues, and staff from the U.S. Nuclear Regulatory Commission (NRC) to participate in the Center for Strategic & Intemational Studies (CSIS) project on nuclear regulatory reinvention. I am pleased to report that Commissioner Edward McGaffigan Jr., and I will represent the Commission on the Steering Committee and that Mr. Ashok Thadani, Deputy Executive Director for Regulatory Effectiveness, wl;l participate in the project as the NRC's staff representative.

The Nuclear Regulatory Commission recently conducted a Strategic Assessment and Rebaselining during which we received extensive input from a range of stakeholders including the public and licensees. We are currently implementing the strategies identified through that effort and some of this will involve additional stakeholder input. I am enclosing a copy of the NRC's Strategic Plan and Performance Plan to acquaint you with the current status of these efforts. We are, of course, interested in leaming about and participating in activities such as the CSIS project which may help us facilitate implementation of these strategies.

j Commissioner McGaffigan, Mr. Thadani, and I look forward to participating in the CSIS project on nuclear regulatory reinvention. Please contact Mr. Thadani at (301) 415-1705 to make arrangements for a briefing on the project, which Mr. Farrar of your staff offered to provide in a January 30,1998, faxed letter to my office. In the meantime, I will look forward to following the progress of the reinvention project.
