Dear hir. Scace:

The Department has review ed the request for determination from Northeast Nucler.r Energy Company (NNECO) dated February 20,1997 regarding the discharge of de minimus concentrations of hydrazine from the hillistone Nuclear Power Station in Waterford. The Department has also reviewed correspondence from NNECO dated November 26,1996, March 11,1997, and May 27,1997 relative to the discharge of wastewater containing hydrazine from the Unit 3 Condensate Polishing Facility (CPF) through DSN 001C 6.

l Our determination with respect to the issues raised in your request is as follows: NNECO is authorized to discharge hydrazine in accordance with the limitations, terms and conditions specified in NPDES Permit No.

CT0003263 issued on 12/14/92 and in concentrations and locations as may be further defined in the associated permit application and supporting documents. This authority would extend to the discharge of hydrazine from the Millstone Unit 3 CPF (DSN 001C 6) at concentrations specined by the permit, and Millstone Units 2 and 3 steam generator blowdowns (DSN 00181 and DSN 001C 1) at levels which do not exceed the feed rate :oncentration of 50 ppb as described in your 2/20'97 request. NNECO shall notify the Department should it determine that the initial start up would resiilt in the discharge of hydrazine in excess of the 30 upl feedrate. It is also our determination that NNECO may appropriately quantify the concentrations of hydrazine via the lodine titration method (detection limit

>350 ppb) at the following discharge locations: DSN 001B 1(a), DSN 0018 2, DSN 001B 2(a), DSN 001 B 2(b),

DSN 001 B 3, DSN 001B-6, DSN 0018 7, DSN 0018 8, DSN 001B-9, DSN 001C 1(a), DSN 001C 2, DSN 001C-3, DSN 001C 4, DSN 001C 6, DSN 001C-6(a) DSN 001C 6(b), DSN 001C 8, and DSN 001C9. The measurement of hydrazine at other discharge locations listed in the permit, should there be any reason to suspect its presence, should be determined by utilizing both the iodine titration method and the more sensitive UV/Vis spectrophotometric analysis method described in Attachmen* 1 of your request. In the event that these methodologies produce significantly inconsistent re.ults, NNECO shall investigate and describe all known factors which contribute to any such discrepancy and report the results of the investigation to this agency.

With respect to the above, it is our determination that a modi 0 cation of NPDES Permit No. CT0003263 is not necessary. This notification is given pursuant to the requirements of Section 22a-430 3(i)(2) of the Regulations of Coanecticut State Agencies.
