VALVES UNDER DESIGN BASIS CONDITIONS" The purpose of this memorandum is to document the closure of Generic Safety issue 158,
" Performance of Safety-Related Power-Operated Valves Under Design Basis Conditions."
The scope of this issue includes Air Operated Valves (AOVs), Solenoid Operated Valves (SOVs), and Hydraulic Operated Valves (HOVs).
The ACRS was briefed on this conclusion on May 6,1999. By letter from D.A. Powers to W.D.
Travers dated May 14,1999, the Committee disagreed with the staff's conclusion that GSI 158 should be closed because "the central issue, whether Power Operated Valves (POVs) are able to periorm their intended functions under design basis dynamic conditions, has not been adequately addressed." By letter dated July 2,1999, from W.D. Travers to D.A. Powers, the staff agreed with the committee that additional regulatory action is necessary but concluded that existing regulations provide an adequate framework for any needed regulatory action. In addition, efforts to be undertaken by NRR in conjunction with the industry will assure that j
existing requirements for valve operability under design basis conditions will be met. The staff therefore concludes that GSI 158 is closed.
