The purpose of this modification is to modify the task order in accordance with;the attached statement of work (S0W); increase the task order ceiling by

$36.898.00 from $57.780.00 to 194.678.00; increase the amount obligated in the task order by $38.000.00. from $56.000.00 to $94.000.00 and extend the period l of performance from November 1, 1999 through December 31. 1999. Accordingly. j the subject task order is hereby modified as follows: 1 The second paragraph. as stated in the basic task order, beginning with " Task j Order No. 241. . " is deleted in its entirety and replaced with the following in lieu thereof:

1. BACKGROUND i On August 16,1995, the Commission issued a policy statement on the "Use of PRA Methods in Nuclear Regulatory Activities." Implementation of this policy is proceeding with the  !

development of four regulatory guides (RGs) and three standard review plans (SRPs) which have

_. been forwarded for Commission approval. These include a RG and SRP containing general guidance, RGs and SRPs for inservice testing and technical specifications, and a RG for graded quality assurance. In addition, it is anticipated that a RG and SRP for inservice inspection will

. be forwarded to the Commission by May 1998. In conjunction with developing these RGs and SRPs, the staff has been working with several licensees on pilot applications of risk-infonned regulation in the' technical areas listed above.

During development of the RGs and SRPs, it became apparent that regulatory decisions at each plant should be based on updated risk information which includes plant modifications from previous applications (i.e., cumulative changes in risk pmfile). 'Ihis was also recognized by the Commission, and in its January 22,1997, staff requirements memorandum (SRM) charged the i staff with establishing, " procedures to monitor the cumulative changes in risk for a given nuclear facility as the result oflicensing amendments." In addition, in an earlier SRM dated May 21, 1996, the Commission had requested the staff to track the regulatory uses of the IPE/IPEEE results.

1 As a result, the staff has constructed a pilot PRA Applications database on a MS-Access platform to catalogue licensecs' use of their IPE/PRA in license amendments and notice of enforcement discretion (NOED) requests.' For this pilot database, information retrieved from the Federal -

RegisterNotices fer the years 1994 through 199swas utilized. This database was constmeted in -

a manner that cumulative changes in plant risk as a result of plant amendments and NOED

requests can be tracked. In addition, the pilot database contains brief summary information on the IPE/IPEEE results for each plant.

- The early version of the pilot database did not have a user-friendly input / output format, and additional development efforts were required to update the database so that it is more consistent with the requirements of SPR Chapter 19 (SRP chapter on the use of PRA in regulatory decision-E

' making). Scientech is currently providing technical assistance to the NRC staffin these

' ' additional efforts to develop a user-friendly PRA Applications database. The Scientech

- contractor has restructured the database for convenient brc,wsing of the d*Ms records on a L

Website server. As a result of the database restructure, the information records created in the earlier database version  ;.4

2. OBJECTIVE

- The objective of this contract is to obtain expert technical services from the contractor to help the staffin the development of a database that will track licensees' use of PRA for making changes to the plant's design, operations or other activities that require NRC approval. The database will also track the cumulative changes in plant risk on a plant-specific basis from these changes in plant design or operations. To facilitate case of use, a user-friendly interface for inputting data, accessing and updating information, and for data retrieval and analysis is important.

3. TECHNICAL AND OTHER SPECIAL QUALIFICATIONS REQUIRED The contractor will provide personnel with expertise in the use of computer software for l information : lata entry (e.g., MS-Access) and management of computer-based information tracking and' retrieval systems. This project requires that the contractor personnel be familiar with the application of PC-based softwarv for building relational database management systems.

'Ihe contractor should also have access to and experience with computer-based tools for the

l. ' design, development, creation, installation. and maintenance of computer-based databases, with

, particular ettention to tools that use HTML, SGML, and WWW technologies.

' It is the responsibility of the contractor to assign technical staff, employees, subcontractors, or specialists who have the required educational background, experience, or combination thereof to meet the technical objectives of the work specified in this SOW. The NRC will rely on -

L a. . On an as-needed basis, the contractor shall provide assistance for updating the pilot PRA Applications ' database using information from the risk-informed submittals and Federal Register Notices. The contracto'r will input data from the PRA applications' summary forms supplied by the staff.

- b. The contractor shall provide additional upgrades of the database (e.g., help menu, report generator , etc.) to enhance the user interface capabilities of the code.

c. The contractor shall provide seminar training for control users of the database.

At the completion of the contract, the contractor shall deliver a report summarizing the results of i database improvement, features of user interface capabilities, and desktor instractions for j

retrieval of specific types ofinformation catalogued in the database.

5. REPORTING REQUIREMENTS -

- At the completion of the tasks 1 and 2, the contractor shall deliver a technical letter report summarizing the results of the database improvement, features of user interface capabilities, and desktop instructions for retrieval ofinformation from the database. The contractor shall deliver a Ldraft report by pypepiggr 31,1999.1 A final version of the report should be delivered 30 days after

. the receipt of staff comments on the draft report.

Monthly Business Letter Report

-A monthly business letter report is to be submitted by the 15th of the month to the NRC project Manager. The report will contain the following:

- A listing of any efforts completed durit.g the period, including milestones reached

The amount of funds expended for manpower and computer services during the period -

and cumulative to date Any problems or delays encountered or anticipated A summary of the progress to date, and

. Plans for the next reporting period.

'6. MEETINGS AND ? x Al'EL

. The contractor shall meet 'with the NRC technical monitors on a periodic basis to present the progress of the project. These meetings should be held at the NRC headquarters located in

' Rockville, MD. Thi:; should include a demonstration of the database and its interface 30 days prior to the delivery of the draft report. Additional trips to headquarters may be necessary as requested by the NRC Project Officer. For the purposes of planning, the contractor shall estimhte five trips to NRC headquarters.

7.' NRC FURNISHED MATERIALS The NRC will provide all necessary materials to facilitate successful completion of this project.

This will include the pilot version of the NRC PRA Applications database. As required, the NRC will also provide other databases already in use, such as the IPE database.
