MODIFICATION NO.11 TO TASK ORDER NO. 28 ENTITLED " TECHNICAL BASIS FOR LICENSE RENEWALS' UNDER CONTRACT NO. NRC-02-95-003

Dear Ms. Yowell:

In accordance with Subsection G.4 Task Order Procedures, of the subject contract, this letter definitizes Modification No.11 to Task Order No. 28 which: (1) increases the task order ceiling amount by $9,576.00 from $307,785.00 to $317,361.00, and (2) provides incremental funding in the amount of $9,576.00 which increases the obligated amount from $307,785.00 to

$317,361.00. The efforts are to be pe# formed in accordance with the contractor's proposal dated September 27,1999 and the enclosed revisions to the Statement of Work.

Task Order No. 26 ahall be in effect from Aprl! 23,1997. to December 31,1999. The totalcost oeiling is $317,361.00 of which the sum of $295,219.00 represents the reimbursable costs and the sum of $22,142.00 represents the fixed fee.

Any work undertaken by the Contractor in excess of the obligated amount specified above is done so at the Contractor's sole risk.

Title:

Technical Basis for License Renewal Objective The objective of this task is to establish topics of regulatory interest associated with the properties of spent nuclear'uel(SNF) under transpoi" en conditions, as well as, material alterations that may occur over periods of up to 100 years for componeots of storage systems of Independent Spent Fuel Storage Installations. The task was modified in March of 1999 to obtain assistance with written questions and comments received by task groups and subcommittees of the American Society for Testing Materials (ASTM). The questions and comments pertain to a standard guide for license renewal of systems used for the storage of SNF. Since considerably more questions and comments were received than previously anticipated, additional effort is required from SAIC in research and respond to all of the i

requirements specified in this task.

Work Required SAIC shall continue to work with the ASTM in the review of questions and comments received and assist with providing responses in accordance with the current SOW.

Period of Performance The period of performance for Task 28 commenced on April 23,1997, and expires on l

December 31,1999.

Level of Effort The estimated level of effort for this modification is 2 staff weeks.
