Dear Mr. Bardes:

This responds to your request for access to the Y2K Early Warning System (YEWS). As you may know, participation in YEWS is voluntary and subject to the conditions of a confidentiality and non-disclosure agreement since it involves the exchange of proprietary information whose i

dissemination must be limited to certain entities. Under the terms of the arrangement establishing this database, access will be limited to selected governments, international organizations, and nuclear facility operators and designers. Keeping the data confidential and restricted to these entities was a major selling point in gaining the participation of several key countries in YEWS and we are bound by our obligations to those countries. Accordingly, your request must be denied.
