EVALUATION OF THE THIRD 10-YEAR INSERVICE INSPECTION INTERVAL RELIEF REQUEST RR-1-18 FOR POINT BEACH NUCLEAR POWER PLANT, UNIT 1 (TAC NO. MA1159)

i The staff has reviewed and evaluated the information provided by Wisconsin Electric Power i
Company in its letter dated March 12,1998. You have proposed an alternative to the American Society of Mechanical Engineers (ASME) Boiler and Pressure Vessel Code (Code),1986 Edition,Section XI requirement IWA-2232, to use the Performance Demonstration initiative Program during the reactor pressure vessel third 10-year Inservice Inspection Interval for Unit 1. The PDI is based on Appendix Vill,Section XI of the ASME Code,1992 Edition including the 1993 addenda. The licensee requested relief based on 10 CFR 50.55(a)(3)(i).
The staff has concluded that the use of the alternative method is authorized for the requested interval pursuant to 10 CFR 50.55(a)(3)(i) since it provides an acceptable level of quality and safety. A copy of the staff's safety evaluation is enclosed.
