VOGTLE ELECTRIC GENERATING PLANT REPLY TO A NOTIC!? OF DEVIATION Pursuant to 10 CFR 2.201, Southern Nuclear Operating Company (SNC) submits the enclosed information for Vogtle Electric Generating Plant (VEGP) in response to a deviation identified in Nuclear Regulatory Commission (NRC) Inspection Report Nos. 50-424; 425/97-08, which concerns an inspection conducted from June 23,1997, through June 27,1997. In the enclosure, a transcription of the deviation precedes SNC's response.

ENCLOSURE VOGTLE ELECTRIC GENERATING PLANT - UNITS 1 & 2

REPLY TO A NOTICE OF DEVIATION NRC INSPECTION REPORTS 50-424: 425/97-08 DEVI ATION, (50-424:425/97-08-E The following is a transcription of the deviation as cited in the Notice of Deviation (NOD):

"During an NRC inspection conducted June 23, through 27,1997 a deviation was identified from commitments you made as part of the Updated Final Safety Analysis Report (UFSAR). In accordance with the ' General Statement of Policy and Procedur; for NRC Enforcement Actions,' (NUREG 1600), the deviation is listed below:

UFSAR, Revision 6, Section 17.2.1.1.1.7.F states the Safety Review Board (SRB) shall be responsible for reviewing significant operating abnormalities or deviations from normal and expected performance of plant equipment that affect nuclear safety.- Section 17.2.1.1.1.7.H also states the SRB shall review all recognized indications of an unanticipated deficiency in some aspect of design or operation of structures, systems, or components that could afTect nuclear safety.

l Contrary to the above, during SRB meetings conducted on December 18,1996, and Apri130,1997, incidents or events associated with UFSAR Sections 17.2.1.1.1.F and H were not reviewed unless they also resulted in an audit finding, event report, violation, or special report."

RESPONSE TO DEVIATION (50 424:425/97-08 02)

Admission or Denial of the Deviation:

This deviation occurred as stated in the notice of deviation.

Reason for the Deviation:

The deviation was attributed to an inadequate administrative procedure that did not provide detailed instructions on what specific items would be reviewed to meet the criteria from the

'UFSAR for the two items discussed in the deviation.

Corrective Steps Which Have Been Taken and the Results Achieved:

1.

The three events identified in the inspection as not having been reviewed by the SRB were reviewed by the SRB on August 29,1997.

2.

Procedure VSRB-05, " Safety Review Board," has been revised to provide guidance as to what specific items need to be reviewed to meet the two SRB review criteria discussed in the deviation.

Applicable VEGP site procedures will be reviewed and revised as necessary to address forwarding to the SRB designated material to be included in the SRB review scope. This will be completed by November 1,1997.

2.

The revised procedures will be distributed to and discussed with SRB members during the next scheduled major SRB meeting. This will be completed by December 31,1997.
