Changes to the Safety Analysis Report to reflect plant changes implemented during the perioi h1aich 3,1997 to February 16,1998; Changes to the Quality Assurance Program Description, Emergency Plan, Fundamental Nuclear Materials Control Plan, Transportation Security Plan, Physical Protection Plan, and Classified Matter Protection Plan to reflect plant changes implemented during the period December 6,1997 to February 16,1998; Certain other chan;;es end updates to the wording in the certification application implemented during the period March 3,1997 to April 14,1998.

. 76.68(a) are available at the site for review. Revision bars are provided la the right-hand mergin to identify changes. Revision 24 will be implemented effective April 15,1998.

The Revision 24 changes to the Fundamental Nuclear Materials Control Plan, Transportation Security Plan, and Classified Matter Protection Plan contain certain trade secrets and commercial and f'mancial information exempt from public disclosure pursuant to Section 1314 of the Atomic Energy Act of 1954 (AEA), as amended, and 10 CFR 2.790 and 9.17(a)(4). In accordance with 10 CFR 76.33(e) and 2.790(b), the Revision 24 changes to these plans are being submitted under separate cover (USEC Letter GDP 98-0072).

The Physical Protection Plan, prepared pursuant to 10 CFR 76.35(j), contains National Security Information and/or Restricted Data. This document is also considered to be proprietary commercial and f'mancial information pursuant to 10 CFR 2.790(d)(1). In accordance with 10 CFR 76.33(e),

2.790(b),95.37, and 95.39, the Revision 24 changes to this plan are being submitted under separate cover (USEC Letter GDP 98-0073).
