Consistent with the District's' commitment in Letter JEH 87-226A, dated )

March 9,1987, attached is the updated Inservice Testing (IST) Program Plan j for the next 10 year IST interval for the Rancho Seco Nuclear Generating Station. The updated IST Program Plan is consistent with the program i requirements delineated in 10 CFR 50.55a(g)(5) and the ASME Boiler and 4 Pressure Vessel Code, paragraph INA-1400(c). '

This update of the IST Program Plan'(Revision 3) accounts for the adoption of j the ASME Code Edition and Addenda incorporated by reference in 10 CFR 50.55a '

twelve months prior to June 17,1986, (end date of previous 10 year interval) .l as well as providing for a more accurate and appropriate application of ASME '

Code requirements based on recent plant modifications.

As stated in Licensee Event Report 86-21, the District plans to continue to 4 implement the commitments specified in the previous 10 year IST program, j including the specific code reliefs granted by the NRC staff in the '

September 24, 1984, NRC letter, until the updated IST Program Plan, including appropriate reliefs, have been formally accepted by the NRC staff. 'j

Miraglia The District feels that it is in the best interest of both the NRC Staff and the District to implement the updated IST Program Plan as soon as practical; preferably on a schedule consistent with plant restart. It is therefore requested that the NRC Staff review the enclosed updated IST Program Plan and provide at least interim approval by September 1, 1987. The timely review by the NRC would ensure the rapid implementation of the more recent ASME Code requirements as well as assist the District by requiring the revision of plant procedures only once, prior to restart.

Should the NRC Staff not be capable of performing a review of the updated IST Program Plan consistent with the aforementioned schedule, the District respectfully requests that a meeting be convened between the District and the NRC Staff prior to July 17, 1987, to determine the IST testing necessary to support plant restart. A meeting of this nature would insure that adequate time will remain to appropriately revise procedures in accordance with the previous 10 year IST program requirements prior to plant restart.
