1. Prior to 1/96 EWRs and EWAs,(Engineering Work Authorlantions) were controlled via procedure NGP 3,04. After 1/96 EWRs were controlled via the DCM. EWRs are used to initiate modifications, engineering analysis, and answer questions requiring significant engineering manpower
2. EWRs are tracked in AITTS. If a EWR is modification related it may be closed and tracked by the modification, ifit is an engineering work EWR,it stays open until the work is done. Unit 2 has a historical EWR database that is not a controlled database, but a working tool it contains information dating back to appros.1994.
3. Prior to EWRs, projects assigned to the corporate engineering group was done by Project Assignment (PA). There is a log of pas with information going back to some time in the late 1970's,
4. NNECo indicated that on average Unit 2 has done approx.100 modifications per year. There may be appros. 20 non modification related EWRs per year.

ACTION:

Parsons to prepare a RAI requesting EWR database and PA log.

2. FSAR Changes T11E FSARCR LOG TRACKS FSAR / TEC11 SPEC CllANGES FROM 1983 TO PRESENT WERE TilERE FSAR CilANGES MADE PRIOR TO 19837 Discussion There was a major update to the FSAR on 6/82. No other changes were made in 1982.

There is no documentation that identifies any changes to the FSAR prior to 6/82. On 1/83 the Tech Spec was at revision 80.

1. Yes, PDCE does stand for Plant Design Change Evaluation. They were used from the mid 1980's until approx.1991 for like for like type of changes. PDCEs were stopped in 1991 due to the possibility for misuse Changes to the plant were made based on PDCEs.

1. - There is no one procedure for controlling entering and exiting tech. spec. actions.

The high tier procedure is U2 OP 200.1 " Conduct of Operations". In addition, FP 2619A " Control Room Check" addresses the shift turnover report. Many times steps in surveillance procedures will remind people what to do when entering or esiting tech, spec. actions. Work Orders have fields for identifying equipment associated with tech, spec actions.

1. There is no definitive list. Today, Millstone engineers have the PI 07 resuks.

Engineers working on a modification would contact the CMP project to obtain the PI-07 information. Prior to PI 07, engineers had to start from scratch to put together the design and licensing basis. They would talk to other engineers and track the documentation back through time.

2. PI 07 is a tool. Not all calculations are listed in PI 07. PI 07 conteins the licensing I

hasis, but does not address open issues.

3. NNECo has not been superseding calculations. There is a corrective action in progress to fin this situation. Today, one has to obtain and review all calculations to determine which calculation or part of a calculation is coe rently in effect.

1.

Piping stress analysis criteria is contained in Hechtel specification P903, provided to Parsons in RAI 339

2. Piping movements can be found on load sheets, drawings,in calculations, or computer output sheets depending on the person that did the work.
3. Typically, the support ID is the sheet number of the drawing series. Determining the number, ifit is missing, can be difficult as it can be found in different places, NNECo suggests that we prepare a RAI asking for help if a number we need is missing.
4. The computer programs are certified before use in a calculation per NGP 2.24. This documentation is conhined in the software documentation file,(SDF).

1. Generically, the way to End documentation supporting a plant or document change is to review the PI 07 results, or do key word searches through the various design documents.

The CMP personnel did searches of the calculation tracking program and plant records to find design basis documents.

3. In the past, NNECo has had problems with as built changes not referencing the parent change documents. Last year all NNECo engineers received training that established the standard practice that the parent change document is to be referenced in as build DCNs. This in.ining is documented in the Unit 2 Design Engineering Training Manual.
4. In response to a follow up question on the scope of the PI 07 review regarding closed DCNs, NNECo confirmed that the Pl.07 looked at open DCNs.

Ilowever, closed DCNs would have been reviewed as part of a modification review, (PDCR, DCR, etc.).

5. Finding support documentation for plant and design document changes will be difficult for the Tier 3 reviews since it is looking horizontally across many systems. Parsons will need to look at small pieces of most of the PI 07 reviews, or do face to face conferences with NNECo engineers to find the information needed to complete the ICAVP review.
