MEETING WITH ABB/CE ON TOPICAL REPORT CENPD-396-P,
" COMMON QUALIFIED PLATFORM" On September 2,1999, a public meeting was held at the ABB-CE office in Rockville, Maryland, between members of ABB-CE and the NRC staff. A list of attendees is attached. The purpose of the meeting was to discuss issues related to ABB-CE topical report, CENPD-396-P,
" Common Qualified Platform" (Common Q).
Mark Stofko of ABB-CE opened the meeting and introduced the participants. Mr. Stofko then described briefly the documents that ABB-CE has submitted for review and the dates on which each was submitted. Mr. Stofko stated that ABB-CE anticipated that a safety evaluation would be issued by February 2000.
I Mr. Stofko gave the staff an outline that lists design material that ABB-CE expects will be included in the safety evaluation (SE). The staff informed Mr. Stofko that because the
- development of the Common Q is still ongoing, the staff and ABB-CE need to agree upon which i-portions of the design will be evaluated in this review, and which portions of the design will be f
evaluated later.
Keith Mortensen of NRC summarized the current status of the review effort as follows:
l ABB-CE has submitted six volumes of descriptive material for the Common Q platform.

The common Q platform is the physical realization of the design that was proposed in e
the ABB-CE System 80+. The submitted design materialis being compared against the-
. System 80+ design and the SER (NUREG-1462) that was issued against it. As stated in

' the SER, any changes to the design may result in an unreviewed safety question (USQ).
The inspection, test, an& lysis and acceptance criteria (ITAAC) in NUREG-1462 are e
being evaluated to determine which have been acceptably completed. The evaluation of the Common Q platform will cite work remaining.

ABB-CE has not completed the commercial grade dedication of the Common Q e
hardware and previously developed software (PDS). The staff has asked to see the documentation for the completed portions. The staff wishes to complete as much of that evaluation as possible before the SE is issued.
ABB-CE has been quick to help the staff locate within the submittals the design material the staff is ready to review and to provide the answers to questions by phone. This has been helpfulin that it expedites the evaluation process. There are no known questions at this time for which formal requests for additional information (RAls) will be issued.
The staff expects to be able to prepare a draft of the SE by the end of November 1999.
Depending upon the degree of review of the evaluation by CRGR and others, the final draft may be issued by February 2000.
ABB-CE presented a brief summary of the methodology for the environmental qualification testing that was conducted during July 1999.
At this time the open portion of the meeting was closed and the proprietary portion began.
ABB-CE presented slides, summaries and a video of the environmental testing that was performed by Wyle in Huntsville, Alabama during July 1999. The tests were discussed in detail.
Photographs and diagrams of the test configurations were presented. A video of the vibration testing was shown. Wyle's report is being prepared. The staff will be given an opportunity to review it when it is released.
The staff asked many questions during the presentation. in addition to details of the testing, much information was also given about the design and operation of the Common Q platform.
The exchange of information was helpful for both the staff and for ABB-CE.
ABB-CE agreed to provide the following additionalinformation:
copies of the slides used in their presentation; e
a memory map for the Common Q platform; e
clarification on multi-tasking within the AC160 processor module and AF100 network; e
and discussion of safety significance of AF100 bus.
