Dear Mr. Patuiski:
On March 20,1998, the Nuclear Regulatory Commission (NRC) completed an inspection of the
radiation protection program at your Point Beach Nuclear Plant. The results of this inspection
were discussed on that date with Mr. Cayia and other members of your staff. The enclosed
report presents the results of that inspection.
The purpose of this inspection was to review radiation protection performance during the Unit i
refueling outage (U1R24), including outage work controls, as-low-as-is-reasonably-achievable
(ALARA) controls, radiation worker performance, and outage posting, labeling and

housekeeping. In addition, several open items from previous inspections were reviewed and
closed.
Based on the results of this inspection, no violations of NRC requirements were identified.
The NRC has determined that radiation protection performance was effective for the activities
reviewed during the Unit i refueling outage. Good communication between health physics and
work groups was observed during work activities. Pre-job briefings were detailed and
effectively conveyed radiological conditions and radiation work permit (RWP) requirements,
although, ALARA review results were not clearly documented in RWPs.
In addition, radiation worker practices were generally good; however, two instances of poor
radiation work practices were identified involving a worker sitting in a designated higher dose
rate area and close to an ALARA alert sign, and an inadequate frisk by an individual exiting
containment. These incidents indicate that additional attention is warranted in this area.
In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter and its
enclosure will be placed in the NRC Public Document Room (PDR).
