The Commission was briefed on progress toward the restart of Millstone units 2 and 3 by the l

NRC staff and industry representatives.

l In preparing for any subsequent meetings or reports regarding Millstone, the Commission would like the staff to give particular attention to, and provide information on, the issues identified in the attached. These items clarify the information the Commission needs to make a restart decision on Millstone Unit 3.

O ATTACHMENT TO SRM M980219A - MEETING WITH NORTHEAST NUCLEAR ON MILLSTONE The staff should ensure that their independent criteria for assessing the employee concerns progrem, as well rA 11 e ICAVP criteria, are clear and have been made publicly available.

Reports ano presentations must include:

An assessment of the significance and resolution of Levels 1,2,3 ICAVP findings before I

restart (Level 4 findings can be deferred).

Crisp, clear analyses of the restart-related issues with recommendations (where appropriate) for the Commission, including those related to enforcement, allegations, and petitions.

j A summary of indeoendent NRC actions (e.g., inspections) supporting staff decision

=

making on Millstone restart.

Evidence whether the licensee has made sufficient progress and fixed the underlying problems in employee concerns and the corrective action and configuration management processes.

An assessment of licensee management oversight and quality assurance.

A plan for monitoring licensee resolution of non-restart related issues / items.

l A discussion of operaticnal readiness for restart.

In view of the efforts required for restart readiness of the other units, the staff should also assess the licensee's plan for maintaining adequate resources to ensure safe operation of Unit 3 following vestart.
