Dear Dr. Murley:

In response to concerns expressed by local officials, I am considering expansion of the plume exposure emergency planning zone for the Pilgrim Nuclear Power Station in Plymouth, Massachusetts.

Chapter 33 Appendix, Section 13-2b of the Massachusetts General Laws (Chapter 796 of the Acts of 1979) makes the state Director of Civil Defense responsible for designating emergency planning zones which "...shall conalat of all. communities located within a ten mile radius of a_ nuclear power plant..."

Further, NUREG 0654/ FEMA REP-1 auggests that the plume exposure -

EP2 be "about 10 miles...the actual shape.would' depend upon the characteristics of a particular alte."

I am prepared to designate.the towns of Bourne, Plympton, and Wareham as part of the plume exposure EPZ. .A portion of each of these communities is-within ten miles'of-Pilgrim Station. I am also prepared to determine that the towns of Carver and Marshfield in their entirety be designated as part of the EP2. Presently, only a part'of these two towns-are included in the area. I have consulted with each of the five communities on this matter, and they support and encourage auch a designation.

Consistent with 10 CFR 50, I call upon the NRC and FEMA to consult with us on this-proposed designation. Therefore, I have scheduled a meeting of concerned parties-at the h _
