Dear Mr. Beckner:

l am responding to your letter of March 4,1998, regarding the draft National Council on i

Radiation Protection and Measurements (NCRP) statement, prepared by Scientific Committee 1, entitled, " Reduction in the Formality of ALARA at Low Individual Occupational Exposures.". We understand that if approved, this statement will be published as an NCRF Statement and in the appendix to NCRP Report No.127," Operational Radiation Safety Program."

In general, we support greater clarification conceming the formality of ALARA at low doses, but

would encourage the NCRP to provide greater clarity, in this statement, to ensure that the objective of ALARA reducing occupational exposures is accomplished by good radiation protection planning and practice, and by management commitment to policies that foster i

vigilance against departures !."m good practice. In addition, we would not recommend that this ALARA statement be limited to the occupations of only commerce and medicine, but to all occupations involving ionizing radiation.

U.S. NUCLEAR REGULATORY COMMISSION COMMENTS ON NCRP STATEMENT ON THE REDUCTION IN THE FORMALITY OF ALARA AT LOW INDIVIDUAL OCCUPATIONAL EXPOSURES 1.

Page 1, line 12: It is not clear what "definitional difference" means in the context of this sentence, in National Council on Radiation Protection (NCRP's) definition of As Low As ls Reasonably Achievable (ALARA), we do not perceive a "definR onal difference" and also do not understand why the term " radiation hygiene"is insened here. We would recommend that this sentence be deleted.

Page 1, lines 16-17: Revise this sentence to read, "The Council did not intend that practioners go beyond ALARA (optimization) to such extremes...".
